States that it is difficult to frane regulations of gene-

ral application owing to the great diversity in the length of the

various voyages; divides the voyages into three classes.

A. iver voyages.'

B. Coast voyages (between Hong Kong, Swatow, Anoy. Foochow,

Shanghai, Chefoo, Newchæang. Tientsin, etc.)

C. Ocean voyages (Anoy to Japan, Amoy to Manila, Chefoo to

Vladivostock etc.)

Thinks that for A more passengers might be allowed than for B

and C.

For B and C suggests that the rules laid down in Schedule D clause

2 should be enforced, and that an annual emigration licence

would be sufficient.

That regulations as to illegal fittings should te omitted. That

gratings should be provided and the passengers kept below to

avoid any chance of piracy.

That each company should give one annual bond in respect of all

its ships.

That from Chefoo to Vladivostock no deck passengers should te

carried, and from Amoy to Manila only during the North Monsoon.'
